Extra mogelijkheden voor starters op de woningmarkt
Welke regelingen er in 2026 zijn, wat ze opleveren en waar u op moet letten. Want elke regeling heeft ook voorwaarden en risico's. Die benoemen wij eerlijk.
Een eerste woning kopen is voor veel starters een grote stap. De prijzen zijn hoog en het aanbod is beperkt. Toch zijn er regelingen die de aankoop van een eerste woning haalbaarder maken.
Geen overdrachtsbelasting voor starters
Koopt u een woning, dan betaalt u normaal 2% overdrachtsbelasting. Bent u tussen de 18 en 35 jaar? Dan kunt u eenmalig gebruikmaken van de startersvrijstelling. U betaalt dan geen overdrachtsbelasting. In 2026 geldt de vrijstelling voor woningen met een waarde tot € 555.000. Bij een woning van € 400.000 bespaart u zo € 8.000.
De belangrijkste voorwaarden
- U bent 18 jaar of ouder en jonger dan 35 jaar op het moment van overdracht bij de notaris.
- U gaat zelf in de woning wonen en verklaart dit schriftelijk.
- U heeft de vrijstelling niet eerder gebruikt.
Let op: de leeftijd geldt per persoon. Koopt u samen en is uw partner 35 jaar of ouder, dan betaalt uw partner over zijn of haar deel wel 2%. Meer informatie vindt u bij de Belastingdienst.
Nationale Hypotheek Garantie (NHG)
Met NHG sluit u een hypotheek met een vangnet. Komt u buiten uw schuld in betaalproblemen, bijvoorbeeld door verlies van werk, een scheiding of het overlijden van uw partner, dan helpt NHG om een oplossing te vinden. Blijft er na een noodzakelijke verkoop een restschuld over, dan kan NHG die onder voorwaarden kwijtschelden.

Geldverstrekkers rekenen bij NHG vaak een lagere rente. In veel gevallen verdient u de eenmalige kosten daardoor binnen enkele jaren terug. Of dat ook voor u geldt, hangt af van uw situatie en rekenen wij graag voor u door.
De Starterslening van SVn
De Starterslening van SVn overbrugt het verschil tussen uw maximale hypotheek en de prijs van uw eerste woning. De lening is maximaal 20% van de koopsom of marktwaarde en wordt altijd afgesloten met NHG. De eerste drie jaar heeft u geen maandlasten. Daarna gaat u rente en aflossing betalen. Kan dat nog niet, dan kunt u een hertoets aanvragen.
Niet in Zoetermeer
Eerlijk is eerlijk: de gemeente Zoetermeer biedt de Starterslening op dit moment niet aan. Enkele omliggende gemeenten doen dat wel, waaronder Pijnacker-Nootdorp, Lansingerland, Zuidplas en Waddinxveen. Op svn.nl ziet u of de gemeente van uw keuze meedoet.
Een echte lening, geen gift
Stijgt uw inkomen onvoldoende, dan kan aan het einde van de looptijd een restschuld overblijven. Laat u daarom vooraf goed adviseren of deze constructie bij uw situatie past.
Korting op een nieuwbouwwoning via het NFBK
Het Nationaal Fonds Betaalbare Koopwoningen helpt koopstarters met een middeninkomen aan een nieuwbouwwoning. Via het fonds verkopen ontwikkelaars en woningcorporaties nieuwbouwwoningen met een koperskorting van minimaal 10% en maximaal € 70.000 op de marktwaarde.
De voorwaarden in het kort
- U bent jonger dan 35 jaar.
- Uw inkomen is maximaal twee keer modaal (€ 93.531).
- De marktwaarde van de woning is maximaal € 420.000.
U kunt als koper niet zelf een aanvraag doen bij het fonds. De korting loopt via de ontwikkelaar of woningcorporatie van het project. Verkoopt u de woning later, dan verrekent u de korting plus een deel van de waardeontwikkeling met het fonds. U profiteert dus niet volledig van de waardestijging. Dat is de prijs van de lagere instap.
Wat betekent dit voor u?
Deze regelingen kunnen elkaar versterken. Een starter van 30 jaar die een nieuwbouwwoning koopt met koperskorting, NHG en de startersvrijstelling, bespaart op meerdere fronten tegelijk. Maar geen enkele regeling neemt de kern weg: u moet de maandlasten nu en in de toekomst kunnen dragen. Meer kunnen lenen is niet altijd verstandig lenen. Een goede adviseur kijkt daarom niet alleen naar wat maximaal mogelijk is, maar ook naar wat verantwoord is, ook als uw situatie later verandert.

Buying a first home is a big step for many first-time buyers. Prices are high and supply is limited. Even so, there are schemes that make buying a first home more achievable.
No transfer tax for first-time buyers
When you buy a home, you normally pay 2% transfer tax. Are you between 18 and 35 years old? Then you can use the first-time buyer exemption once. You then pay no transfer tax. In 2026 the exemption applies to homes with a value up to € 555,000. On a home of € 400,000 that saves you € 8,000.
The main conditions
- You are 18 or older and under 35 at the moment of transfer at the notary.
- You will live in the home yourself and declare this in writing.
- You have not used the exemption before.
Note: the age requirement applies per person. If you buy together and your partner is 35 or older, your partner does pay 2% on their share. More information is available from the Dutch tax authorities.
National Mortgage Guarantee (NHG)
With NHG you take out a mortgage with a safety net. If you run into payment problems through no fault of your own, for example through job loss, divorce or the death of your partner, NHG helps to find a solution. If a residual debt remains after a necessary sale, NHG can waive it under conditions.

Lenders often charge a lower interest rate with NHG. In many cases you therefore recover the one-off cost within a few years. Whether that applies to you depends on your situation, and we are happy to calculate it for you.
The SVn Starter Loan
The SVn Starter Loan bridges the gap between your maximum mortgage and the price of your first home. The loan is a maximum of 20% of the purchase price or market value and is always taken out with NHG. For the first three years you have no monthly costs. After that you start paying interest and repayment. If that is not yet possible, you can request a reassessment.
Not in Zoetermeer
To be clear: the municipality of Zoetermeer does not currently offer the Starter Loan. Several surrounding municipalities do, including Pijnacker-Nootdorp, Lansingerland, Zuidplas and Waddinxveen. On svn.nl you can see whether the municipality of your choice takes part.
A real loan, not a gift
If your income does not rise sufficiently, a residual debt may remain at the end of the term. So get proper advice in advance on whether this structure suits your situation.
Discount on a new-build home through the NFBK
The National Fund for Affordable Owner-Occupied Homes helps first-time buyers on a middle income to buy a new-build home. Through the fund, developers and housing associations sell new-build homes with a buyer discount of at least 10% and a maximum of € 70,000 on the market value.
The conditions in short
- You are under 35.
- Your income is at most twice the modal income (€ 93,531).
- The market value of the home is at most € 420,000.
As a buyer you cannot apply to the fund yourself. The discount runs through the developer or housing association of the project. If you sell the home later, you settle the discount plus part of the increase in value with the fund. So you do not benefit fully from the rise in value. That is the price of the lower entry point.
What does this mean for you?
These schemes can reinforce each other. A 30-year-old first-time buyer purchasing a new-build home with a buyer discount, NHG and the transfer tax exemption saves on several fronts at once. But no scheme removes the core issue: you must be able to carry the monthly costs now and in the future. Being able to borrow more is not always borrowing wisely. A good adviser therefore looks not only at what is possible at maximum, but also at what is responsible, including if your situation changes later.
